U.S. import screening reference
Start with the resin, then verify classification and origin.
This page organizes official U.S. tariff fields into a buyer-readable screening reference. It does not classify merchandise or calculate an entry.
Informational reference only. HTS classification, origin, FTA eligibility, exclusions, Chapter 99 applicability, and total duty must be confirmed with a licensed customs broker or CBP before entry.
Step 1
Select a resin family.
The product form, density, viscosity, or copolymer composition can change the potential code.

Step 2
Apply the origin treatment only after eligibility is verified.
BASE RATE
General / NTR origin
Use the Column 1-General rate shown for the selected potential code.
ELIGIBILITY REQUIRED
Qualifying FTA / special program
A Free special rate appears for listed program symbols, including examples such as AU, CL, KR and SG. Origin rules, direct shipment, records and a valid claim must all qualify.
ADDITIONAL DUTY SCREEN
China origin
Screen 9903.88.02 (+25%) and every current exclusion or overlapping Chapter 99 rule in addition to the base row.
SPECIALIST REVIEW
Column 2 origin
Use Column 2 only when General Note 3(b) makes it applicable; the displayed rate can be compound rather than a single percentage.
Current additional-program screen
2026 forced-labor Section 301 action requires a separate country-and-product check.
The July 28 Federal Register notice establishes country-specific 10%, 12.5%, or net-of-MFN treatments and product exemptions, effective from the stated July 24 entry rules. This page does not automatically stack that action because the applicable country heading, exempt-product annex, entry timing, and interaction rules must be checked for the actual shipment.
Open the official Federal Register notice (opens in a new tab)
Step 3
Send these facts for entry review.
- Exact resin chemistry, primary form, grade, density or viscosity where relevant
- Proposed 10-digit HTS and the current HTS edition
- Customs origin—not merely ship-from country
- Entry date and any in-transit or warehouse facts
- FTA rule of origin and supporting records if claiming Special treatment
- Every possible Chapter 99 program, exclusion, AD/CVD case, and stacking rule
Supporting evidence
Open each official source separately.
This append-only library can accept additional approved evidence without changing the tariff result or hiding the source behind the page.
